Partial View Veranda on Eclipse?

What is Partial View on deck 6 verandas on the Eclipse?

 

I am trying to understand what is blocking the view.  Is it life boats?

 

How bad are the views blocked?

You are just above the lifeboats so they might block your downward view but not your outward view.

My understanding is the obstruction is the life boats and the structures that hold the life boats.  Also, I believe some staterooms are more "obstructed" than others.

 

I have seen photos on these boards, so I suggest you keep looking before booking.
