Where do you return rental cars at the Port. Plan on renting a car from Tampa and returning at Canaveral. Probably Budget

Rental car locations are very busy on cruise turnaround days. Try to get there early because the lines get long. Sometimes shuttle service takes awhile and I personally either cab or Uber over to Port Canaveral.

I did this in August 2022, and it was a disaster for both drop off and pick up after the cruise, but it may have improved since then.
