Horseshoe Bay Beach Handicap Access

Can someone provide details about balloon tire wheelchair access to Horseshoe Bay Beach?

No details, but I've been to Horseshoe Bay beach multiple times, including twice last year, and seen them in use.  The main path from the car/bus drop off leads straight to the various vendors who, I'm assuming, would have access to rent(?) them?

You get them at the concession where they rent the chairs. As I recall they are there to use to access the beach then return for others to use not to rent for the day. There are only 2 or 3.
