Heathrow to Tower of London Port

And let me add that "a fair amount of luggage" by UK standards, meaning more than 1 large suitcase each, would mean you'd be better booking a station wagon (or estate car as they say in them there parts) being as their standard sedans are the equivalent of American mid-sized cars.

If you are rich and don't care about the money, a large private car is absolutely the best way but may take a very long time.

If you aren't rich and have saved money for a long time to be able to pay for the cruise, take the Underground! Maybe it doesn't feel right to arrive by Underground for a SS cruise but it's very easy and cheap!
