More research reveals : helmets yes,and no one seems to remember locks:)

On Rhine cruise, two levels of bike tour offered (one flat and one that had more hills and a greater degree of exertion). All bikes in good shape and very easy to ride. Some days you need to pre-reserve a bike.

We used the Uniworld bikes from Koblenz to the next port, a 15 KM trip I believe. We did enjoy the ride, although we did not get the best weather. We did stop at a beer garden on the side of the river, and found the experience enjoyable. I don't think we had helmets, although I'm sure they were available.

 

Sure made the beer at the bar on the boat go down easy!

Hello Tinkindling,

 

that sounds as if you went upstream to Boppard. That is still the port that follows after Koblenz on their 2015 itinerary. I think that this is a nice stretch as it looks as if it might that you along the Rhine off the main road. I personally like their itinerary as the stop in Boppard means they spent more time in that section of river.
