10-10:30 if you want to wait inside and be among the first to board.

This is what time I got there as well and there were very few people there and no lines. Plenty of seating (Carnival Cruise). Did't board until 11:30.

The first (early bird) cruisers start arriving around 9:30-10. Altho some uninformed are left standing outside until they open the terminal if they come in on an early flight.

Lots of people are arriving around 10:30-11 when they check out of hotels. We like to arrive around 11:30-12:15. The first rush is over. We'd rather spend time relaxing in our hotel and having a slow breakfast than just sit around in hard chairs in the cruise terminal.

Too if you arrive way early your bags are some of the first. I would get nervous that they wouldn't make it on the right ship. But that's just a personal nightmare.;)

Some cruiselines allow for earlier boarding so you can roam and eat lunch, but you can't get into your room. Others don't let you board till later when the rooms are all ready.
