I don't like jumping to conclusions about people based on what they wear. Many people have mentioned on here and in my real life observations, that they wear to dinner what they plan to wear during the day the next day.. I often did this myself too - so really it was the same outfit for day and evening - just a different day.

The time now is also not 10 years, it is life long - ie the certificate lasts for your lifetime and you do not need to get booster doses.
