There are almost always delays in disembarkation on a ship's first call of the season. Or if one of the smaller HAL ships (such as Veendam) that may dock at Terminal 4 rather than Terminal 26, know that there could only be one or two Customs/Immigration agents for the entire ship. In fact, when we returned from Cuba on the Oceania Insignia last December we went through Customs without the agent even a glancing at our luggage or asking about where we went.
