Yes it is the base (how about "landing pad"?) of the rising tide bar in the Royal Promenade.

Sand artist rendering at the ice show

I had never seen anything like this and it was amazing. Actually our tablemates had two sand artists two days later as they said they picked one up at a port that week. I think they are guest artists and I do not know how long they are part of the ice show on Oasis.

There were also two sand artists at our show during our cruise last September. They were really impressive.
