Will my Starbucks card work on the Oasis?

I believe Starbucks is only currently on Allure, not Oasis.

Starbucks is on Oasis of the Seas. We used it several time last year.

So, on Allure, it's "yes" to gift cards (linked to your gold account to earn stars), but "no" to scanning your phone app. Correct?

Yes, you can use any starbucks card. They are just like any starbucks. They will accept all card and you are able to earn points .
