Those items are charged before sailing. OBC is for use when onboard. That's why they call Onboard Credit.

From what I've seen, OBC doesn't get loaded into your account until the day of the cruise so you can only use it once you are on board. It sometimes takes a few hours to appear even after you check in. That's not a problem since it just gets subtracted from your balance at the end of the cruise.

 

If buy from Bon Voyage or book tours before you sail you have to pay by credit card, even though you have OBC coming.

some OBC is refundable. we sometimes get some money back!

Go to the casino and load OBC amount onto your players card and cash out and spend the "CASH" where U wish or take it home...;)
