No. You can look at a deck plan and photos to see which have tenders nearby.

Your question is so broad. What deck are you looking at? If the tenders are directly below a room, the room is labeled obstructed (looking down to water not out to sea)

Are there any balconies that are like the Caribe decks on the Ruby, that are partly covered?

 

No, just off regal, The boats hang over the promenade, the top of the boats are even with the balconysame on D deck.
