The FBI are "investigating an incident". They have the jurisdiction in this case, but they will turn some things like domestic violence over to the local LEO's. As they say, they have jurisdiction on the high seas or US territorial waters for theft and violent crime when the victim or accused are US citizens, or it happened to a non-US citizen within the 12 mile limit.
