There is no requirement that everyone purchase a package. You can all get different packages, or none at all.

 

Anyone who wants to use a package must buy one, they cannot be shared.

Everyone in the cabin doesn't have to order the drink package....but that doesn't mean that the drink package purchased is to be shared by all three in the cabin. Because sharing the drink package purchased is not allowed.

Royal does not require all guests in the stateroom to purchase a package.
