The excursion I wanted is sold out, but ....

If an excursion is sold out under the cruise planner, do they ever add more, and open them up onboard?

It's possible, depending on the excursion. Also, they supposedly hold back some slots for onboard booking, so visit the excursion desk or check on your interactive TV (if your ship has that) as soon as you board.

I'd look elsewhere. Even if you get a spot now, you'd be on a jam-packed excursion. Look into private tours; you can probably do the same activity, but you'll be part of a smaller group and will have greater control over your day. The fact that they're also cheaper is just icing on the cake.
