Most lines, when a ship is less than 15 years old, will opt for an in-water diver survey of the hull at the 2.5 year mid-period. HAL traditionally does not. Yes, there is wiggle room in the requirements, as it states "twice in 5 years" not every 2.5 years. So, the window is between 24 months to 36 months since the last drydock. There is no information provided about what would be done during this dry dock, assuming that the information is accurate. 9 days would be a shorter drydock, so assuming it is in fact a drydock, the implication is that not much significant work is planned.
