Yup, its all up to customs and in many cases they wont clear anyone till all the luggage is taken off.... If your carrying your own you still have to wait till all the others is removed ! We arrived in SanFran at 0645 but no one was allowed to go ashore till 0830! Now you can get off the cruise early, in another port, prior to the final port. Example the ship stops in Moorea and you want to get off and the ship then goes to Papeetee. Or say Amsterdam for a cruise ending in London/Dover To do this you need to let O know BEFORE the cruise. One exception the Hawaiian islands, where unless you came from a foreign port to Hawaii, you could NOT be allowed off Huge fines and possible jail time if you tried . . It is crazy but the law . If the ship stopped at Kauai first you would not be allowed to leave the ship in Honolulu, Maui or Hilo. You would have to debark in Kauai as it is not legal for the ship to carry passengers between Hawaiian ports Only NCl , Matson and Young Brothers barges are are allowed to . When you get the disembarkation form (a few days prior to end of the cruise) just put down the earliest time on the sheet under self disembarkation section.
