Are all the Specialty Restaurants included in the 3 Specialty Restaurant Dining Perk?

Also, can you use a dining perk for lunch instead (i.e. sushi)?

Any Harvest Caye bars, restaurants, or venues, Food Republic, The Bake Shop, Ice Cream Bar, Gelato, specialty items in the Asian restaurant, Special Occasion/Holiday menus (New Year's, Christmas, etc.), Jazz Brunch, Wine Lovers and Murder Mystery lunches, and beverages are not included as part of the Specialty Dining Packages.

It's the "free" specialty dining package where numerous options have an upcharge or flat out not included at all. Classic.

There are no specialty breakfast restaurants. For lunch, you can use the credits at Margaritaville. Most of the other restaurants are open for dinner only.

No. The OP asked which restaurants were NOT included.

Specialty dining packages are honored in the following specialty restaurants (varies by ship): Steakhouse, French, Italian, Churrascaria, Teppanyaki, Mexican, BBQ, Margaritaville at Sea, Bayamo ($10), Cirque Dreams ($10 regular seats / $15 premium seats / $35 VIP seating), Ocean Blue ($10), Pincho Tapas Bar ($7), Sushi ($7), and Raw Bar ($7).

 

No specialty restaurants are open for Breakfast.

On select ships, Margaritaville at Sea, Sushi, Raw Bar, Pincho Tapas Bar, and Teppanyaki are open at lunch.
