Thanks for the additional information, Underwatr. Yes, this does appear to be one of those targeted promotions. Besides stating "Offer is not transferable", there is also the "and receive this offer" clause added to the end of the "Offer is available to ..." sentence. That typically means if your CWC number is not on the list of those the email was sent to, then unfortunately it doesn't apply to you. It's nice to see Cunard is offering promotions like this though.
