Rome by Night

Hi Dan -- while I haven't taken this tour, it's hard to see how any bus tour will do justice to the evening lights in Rome. Any time you get a pane of glass between yourself and evening illuminations, it rarely ends well. I tried it in Paris years ago and it was a waste of whatever the fare was....

 

In Rome particularly the sites were built to be seen from pedestrian level, and that's where they look best. The lighting in Rome is also more subtle (at least it seems that way to me) than the lighting in some other cities at night (such as Paris, or Washington DC).

 

If you don't want a walking tour, perhaps consider a golf-cart tour?  They do them in the daytime, not sure about evening, but they probably have them. Or just arrange through one of the private vendors for a car to take you to the sites where you can actually get out and look at them, take photos, and mingle a bit with the evening crowd.
