There has to be some nuance like "most people you interact with are contract workers and not employees". Airlines are projecting 2-3 years to get back to where they were a few months ago. I would speculate that cruise lines will be longer. If you are only making 60% of the booking you were pre-virus, then you would not need 100% of the staff after the 100 day no-sail order.
