I know that it would require an "Act of Congress" literally or the Canadians to allow a technical stop (stop with no crew or passengers getting off). How does a fully vaccinated ship cause an issue? The chances are zero. A technical stop doesn't meet the requirements of the PVSA, so Canada allowing them wouldn't change a thing, and the possibility of the necessary changes to US legislation in the coming weeks is nil.
