New orleans traffic alert, park somewhere else?

Carnival sent me an email with the following content:

 

"Please allow ample travel time to ensure prompt arrival within your pre-selected Arrival Appointment. Since parking garages may become full, we encourage you to consider making alternate transportation arrangements that will allow you to be dropped off at the cruise terminal. "

 

Are they telling me that non cruisers can park there and it may be full?

Are you cruising this weekend? It's French Quarter Festival and the Pelicans have two playoff games, so the parking garages may also be available hourly.

We got a couple of those before our April 3 cruise out of New Orleans. We live close and I couldn't find any reason. Best I can figure is they thought the NCAA basketball playoffs would be a problem. They apparently don't know New Orleans. Stuff like that goes on all the time. We didn't worry about it and had no problem. What we worry about is parades. New Orleans likes parades and shutting down streets for parades.

I've been in some horrific traffic near the port when something was going on at the Convention Center, but can't imagine that the cruise terminal parking deck would fill up.

No... but places like Fulton can be used by non-cruisers... and since those may fill up... that may force more cruisers into the port garage. 

That was Jazz Fest weekend which is a big tourism weekend.
