The people suggesting to upgrade to Aqua Class is for the same reason.  Since about June Aqua Class and Suites are only priced with AI and are unavailable with a cruise only rate.  So if you were to do a paid upgrade to Aqua at the prevailing rates the AI package would be included.   Move Up no.

The T&C for "Cruise Only" rate explicitly states AQ and Retreat are excluded.

 

Cruise-Only Rate:  Cruise fare amounts are per person and vary by sailing length. Cruise-Only Rate is combinable with BOGO 60% for Refundable fares or BOGO 75% Off 2^nd & 4th Guest Offer for Non-Refundable fares, OBC Offer and Airfare Offer. Cruise-Only Rate is applicable to all guests in the same stateroom in inside, ocean view, veranda, and Concierge staterooms and will be automatically applied at checkout. Cruise-Only Rate is not combinable with All Included and excludes Aqua and Retreat staterooms. Cruise-Only Rate is available for refundable and non-refundable bookings. All guests in the same stateroom must choose the same rate. All other charges, including but not limited to, cruise taxes, fees and port expenses are additional and apply to all guests.
