Can the UDP be used at Johnny Rocket's?

Yes, we used it there on our Thanksgiving sailing on Wonder.

I used UDP on symphony, but if you want a root beer float or a milkshake, that falls under the beverage package (refreshment and deluxe)

On Harmony I had a milkshake with my meal and it was included with UDP.  I didn't have a beverage package of any kind and wasn't charged extra.

Used it on the Harmony and the Allure without problems.

Hmm. When I bought a root beer float they needed my drink package, but maybe they used the dining package when we got the milkshake.
