Better to no show?

There are situations where the remaining passenger will not be able to cruise without the other passenger.

 

You need to check the restrictions on the fare under which you are booked and not depend on blanket statements of forum posters.

The best answer is "It depends". It doesn't hurt to call and have them check into possible change. My cruising partner had to bow out, so I called to see about changing to a solo booking. For the staggering fee of $4.10, I was moved to a balcony cabin with the larger balcony and now I get double points. Win-win.

One scenario I thought of is a minor not being able to sail without an adult.  What's another scenario?  Primary person on a casino offer / comped cruise?

There are lots of scenarios. Casino offer for sure,  but it can lead to a reprice.  You can usually change names.
