Is Mahogany Bay where all ships dock? Beach free for all?

I know Carnival anted up the $ to develop this port area...but do all the lines port there?

Only those in Carnival corporation. 
 

others dock at Coxen Hole, presently with no facilities beyond small shopping area and a couple of bars.

It appears that if you port at Coxen Hole, you would have to take an excursion or taxi to anywhere else.

Yes, but not to Mahogany Bay.

Mahogany Bay Beach itself is free.  There are loungers.  But Clam shell loungers, cabanas, any water activities, food and drink are separately charged.  Unless you reserve a cabana, clamshell or lounger at water edge on board ship, you need to pay for everything else with cash or credit card.

 

And a @c-leg5 said, you cannot go to Mahogany Bay unless you are on a ship docked there.
