With anytime dining, if there are no reservations showing  on given days  for a particular time, does that mean the MDR is full for that time,  or do they hold back a certain number of tables for walk-ups?

It varies depending on ship, but often the upper level of the MDR will have one side dedicated for reservations and the other side for walk-ups.

On E-class ships 40% of tables at any given time are available for preboarding reservations, thus the remaining 60% are for walk ins.
