I think I found the culprit - I went into settings and disabled Java script - guess what

the HAL website won't work - I get the main screen - but then the spinning wheels

I turn Java back on - and presto - all good

Edge: Enable or Disable JavaScript - Technipages

I think you are correct - JavaScript is the number one suspect

Went to my settings and JavaScript option says "Sites can use JavaScript"

Not sure what "browser" is - I have  Dell Inspiron computer.  I'm on Google/Chrome.

Chrome is your browser - try this

Go to settings

Then reset settings

Then press Reset Settings

Then restart your computer

If that doesn't work - download Microsoft edge and try that browser

I appreciate the help you're offering.  Up to this point I've not had to actually change anything that you've suggested.  I'll talk to my husband about this latest suggestion when he returns.

BTW, I also have Edge on my computer, but I'm really comfortable with Google so that's what I use.
