Jubilee Arrival in Galveston

I am arranging shuttle service post cruise with a 8 am. Pick up has the ship been cleared this early and is this doable ?

If you are diamond or in a suite and take your luggage off, yes, it is.  If you are in one of the other priority groups and take your luggage off, I would say 8:30 could be doable. if you are not in one of the priority groups and do not take your luggage off with you then weezal is 100% correct.

With priority debarkation I was outside at 7:55.

It depends on how bad the weather is coming back into port, fog can delay your arrival by several hours.  It also depends on how quickly your status can get you off.  I have been in my car on the way to Houston at 8:10, and I have sat waiting for my number to be called at noon (that was fun). So, unless everything aligns in perfect order, I would say no.
