Luggage tags- Am I missing something ???

We are using Hal for our air , we fly in the night before and Hal will take us to the hotel, then pick us up in the morning. We must get our own luggage and take it to the hotel, then in the morning we need to put on the Hal tags before Hal picks us up to take us to the ship. These are our instructions in our Hal docs :)

AussieGal ... how does having ship's tags on your bag mark you for potential theft? I mean, the fact that you have a large suitcase at the airport is signal enough you're going somewhere.
