I think it may be because of the OBC attached to the NC offer. If there is no OBC involved you should be able to switch. -

It seems like casino comped cruises are extremely limited. Hubby & I are both Prime. He has 1 current offer for very limited December sailings. I haven't had an offer since July. Even when I did get offers they were for $100 off. Your situation totally sucks! I hope they will reconsider & offer you a new promotion.
