Is Courtyard Topless or Not?

While waiting for the calendar to cooperate another question occurred to me: How is it determined if the courtyard roof is retracted?

 

Is it determined democratically by CV and GV vote?

Is it decided by a battle of the tips?

Is it resolved by thumb wrestling or who can stay under in the plunge pool the longest?

 

Or does the crew just set it and you just have to deal with it?

We requested the roof be opened a few times on the Jewel and they were happy to oblige, we left out of NY in January and March so that request was once we were in warmers waters of course. The Courtyard staff was wonderful.
