I believe Alaska and Hawaii are no-go on this. There are additional stipulations for Europe but I forget what they are. The policy is somewhere on the NCL website and I'm sure someone will be along to link or quote the full policy. ETA: I found it! With the exception of Alaska and Hawaii itineraries, NCL permits young adults to purchase and personally consume wine and beer only while onboard and with the consent of an accompanying parent. Authorization will be given only when the accompanying parent completes the Young Adult Alcoholic Beverage Waiver form. This form can be obtained and completed at the Guest Services Desk upon embarkation of the vessel. However, passengers 18 years of age or older are permitted to consume alcoholic beverages when sailing on roundtrip European voyages without having to complete the Young Adult Alcoholic Beverage Waiver form. MY DH is 31 (i'm 35) and his 20 yr old brother may sail with us but we didn't know if they would allow one of us to sign/be responsible for him. We took my nephew, (his G'ma and me, his Aunt), we had a notarized letter from both his parents. If you take a European trip he'll be able to buy any alcohol beverage without a waiver or form as most places in the world outside of US legal age is 16 or 18.
