Of course there is little doubt that CCL will benefit immensely from developing an area that is within a 2 hour drive of its port. And apparently, CCL has placed ambitious goals on the profitability of this venture, as Russell as stated, "no margin, no mission" and that the ship is expected to return higher returns than it currently does.

I think the Dominican Republic was obviously picked because of Amber Cove. And while Haiti would be more deserving of a " mission" how would Carnival go about doing this new brand to Haiti? They have no port to base the ship. While they have plans for a cruise port in Haiti that isn't close to happening if it ever does. At best if Social Impact cruising turns out to be profitable Royal Caribbean might be spurred to compete with a similar program from Labadee. The same reasons people think Haiti would be a better country to aid are why Carnival didn't choose it. They don't have the infrastructure.
