It says you need

Also acceptable for cruise travel, U.S. citizens can show proof of citizenship, such as a birth certificate issued by a government agency, accompanied by a government-issued photo I.D.

And photo ID is:

Photo Identification

A non-expired government-issued photo I.D. is required of all guests 16 years of age and older. The following are acceptable:

Driver's License

Driver's Permit

School/Student I.D. (acceptable for guests 16/17/18 years of age)

Government-issued identification card (city/state/federal)

Government-issued Trusted Traveler Program Membership Card (NEXUS/SENTRI/FAST) - for photo identification use only

Does the paper license have a picture?

I would contact Carnival and speak with a supervisor to get clear direction as to whether or not this will be acceptable as a valid picture ID. If you have one, I would use a passport instead.

I would definitely call Carnival and talk to a manager. Our political climate is changing rather quickly and I know that at this point I wouldn't leave the country without a passport-just to make sure I get back it

Good luck and have a most wonderful cruise

If it has your picture on it then it is a picture ID and should work. I can't remember if it was CCL or NCL but someone had the same question and came back and reported that it wasn't an issue. But I think you will have your real license back by the time you sail in March.
