If you bought a plan with the PEC waiver than this would be covered. Though honestly I think even if they bought a plan (prior to this) that didn't include the waiver that this still would be covered, because it didn't happen before the plan was purchased. But if the plan is through the cruise line and if it doesn't start until the cruise starts, then it's not covered. They can't buy travel insurance NOW and have it be covered, though. Unfortunately, being helpful sometimes leads to unintended consequences and liability. Years of practicing medicine have taught be to think like a lawyer. A hand wound with 10 stitches dehiscing? Otherwise I would just do it myself. I've even had doctors suggest that we could take them out ourself if we didn't feel like making a trip back.
