I cant see how such a short trip would require anything beyond a small suitcase each. I have done 6 weeks trips to Antarctica & Sth America several times with a small suitcase of 18 kilos. Easiest and cheapest is the train - the line is right outside opposite the ship. Convenient - would be taxi or uber. Taxi is around $65 to $75. Pricier and more relaxed is the harbour cruise into Barrack St jetty then taxi to hotel. PS - nothing is called "downtown" in Aus. The wharf is only a short walk from the cruise ship terminal and the cruise up the Swan River is narrated which gives you an ideal introduction to the city of Perth.
