On our recent cruise I used obc to prebuy chips , there deal was buy 50 and get 55 in chips , same deal for spots , so I bought 300 and got 330 . Check cruise planner

Can I ask how this works?  Not the 50 for 55 part, but the prebuying of the chips.  But did you get a voucher or something so that you got your chips at the cashier?  Or was it preloaded on your card?

Yes after i prebought when I got to ship went to cashier and they gave me a tray with 330 worth of 5 dollar chips. Chips have a mark on them so you can not just cash them in, but when you gamble and win you get regular chips back. I like this , so you do not need to carry that much cash.

I know there are different types of OBC (gifts from TA's, etc.).

We will have just the OBC directly from Celebrity as part of the "go best" 4 perk package - does the information above apply to that type of OBC, too?

yes it does.

Yes, non-refundable OBC can be used in the casino, but you receive "promotional" chips. You can use them at any table. Any winnings are yours and can be turned in for cash, but you have to keep playing the promotional chips until you lose them all (you cannot turn in the promotional chips for cash). Likewise for slots, whatever amount of OBC you load to your card you have to gamble with, but anything you "win" while gambling is yours (i.e. if you put $100 of OBC on your card and play $1 slots, you must do $100 worth of pulls - then anything after that is yours to keep or to keep gambling with).
