"No Show" TBA vs Named Cruiser?

I have had three cruises with no shows and no one has ever attempted to contact me or the no show person. I doubt Carnival would bother as there are probably quite a few no shows every cruise.

I would wonder if the port charges and taxes would go back to the no show. Surely they will be returned to the credit card used.  I know when my husband didnt go last minute they went back to the card used. Earlier this month we both had to cancel due to emergency and it went back to card used.
