Booking a room for two and one cancels

We are looking at booking an obstructed balcony for my son and his girlfriend.  If either one would not be able to go how would that work?  Do you cancel that person and would you get a refund or does the one left have to pay the full price?  I know there has been a thread concerning this but I have not been able to find it.

No reductions  one can board

I pay 200% to book solo. If the 2nd person cancels just have them be a no show.

 

With these sales with money off the 2nd guest, it's actually cheaper often to book 2 and have one not show up. Then the extra taxes and port fees will be refunded to the credit card that paid.
