The Port of Galveston announced that cruise ships would be managed under federal jurisdiction, not state. The Governors office agreed. 
Beyond that, the way the TX law is written is that anyone in violation of the “vaccine law” would be denied future state contracts; this is the penalty. Cruise lines have no need of a “state contract”, even if they were in violation; which they won’t be.
