Does Azamara ever discount these packages prior to sailing as Celebrity sometimes does?

No they do not. Do you have loyalty on Celebrity as you will still get an equivalence on Azamara which will discount your drinks package onboard. They sometimes run day one specials on drinks packages. Usually this is to offset additional tax you might have to pay on the package

depending on what other extras you may want to use (wifi, excursions etc), might be worth looking at the Experience More packages

Quite agree, these are very good value for money if you will use the elements.
