I have a funny feeling that foreign flagged airlines won't be doing much to enforce the mask requirements on their flights.

I doubt that. The consequences could be quite serious.

Well Canada has nailed one of the US airlines with a $100,000 fine for an infraction of the Canadian Covid requirements, as well as 2 other unnamed airlines according to CTV news tonight. Perhaps that will provide an incentive to following the rules of foreign nations when flying into their airports.

Why would an airline use facial recognition software in an aircraft cabin?

At the airport.  It is just a general statement that can apply at all venues.  To protect myself I will wear a mask.  If I am challenged by anyone about it, I will use that line.  I remember reading that in the US some places were denying people entry because they were wearing a mask.
