What is considered a "Suite"? Does a "Mini-Suite" count?

Not really.  A Club Balcony has a few additional benefits but no butler like a true suite has.

NCL has been confusing people for years with their cabin class designations. First the Mini Suite, now the Club Balcony Suite. And they threw in the Non Haven Penthouse Suite to confuse more people.

Are Club Balcony Suite considered a "suite" by NCL?

They're glorified balconies. The extras include being able to book to book dining and entertainment at 125 days instead of 120; a bottle of tubucs sparkling wine; treats ( cookies, chocolates, chocolate covered strawberries) delivered to your cabin several times; one free bag of laundry or pressing; coffee maker in room if requested. When they changed the name the price went up; the few extra offerings don't justify the increased cost.
