RCCL bait and switch - normal?

Since the restart, I’ve done a suite X3 on Liberty, X2 on Indy, X2 on Adventure and X2 on Harmony and it was not offered on any of those.  Glad to hear some still offer it. 
On Harmony they did offer a talk with the entertainment staff in the auditorium.

It has never been a guarantee.  Always been depending on varying things.   Apparently, per comments in this thread, it still exists.   So it makes sense it is still on the website I guess.

I searched, Nothing on the website says Bridge tours are included with GS cabins, I suspect the booking agent made the suggestion this is first offered to SUITE guests as the tour often sells out?

The ALL access tour is usually available for PURCHASE not as a freebie perk.

I don’t believe that the All Access Tour was ever offered to suite guests for free.
I’ve only seen a bridge tour or behind the scenes theater tour offered. Maybe galley tour but I haven't seen it.
Any time I’ve seen these offers, it was just on an invitation card placed in your cabin and not listed anywhere prior as a regular perk.

I think they have pretty much stopped doing the complementary version for suites guests since Covid.  Not so much a bait and switch and just bad information from someone IMO.  

Not  accurate for Allure .  We sailed Star class on Allure a few weeks ago and had our complimentary bridge tour with about 10 other star class suite guests.

We were Star class last year on allure.  No tour.   Sky class in March on symphony in March.  No tour.   It definitely varies.   And Star class is a different thing and not part of the general suite tour.   Glad to hear they had it for you on Allure.

Hardy a bait and switch, especially when you are getting a comp'ed cruise.
