What arrival time was you able to get

Specific to NOLA.  Even the people that checked in at stroke of midnight got 10:30. Last time it was 9:30 

the last few weeks they started boarding at 11:00

Midnight in Miami which was 11:00 Louisiana time

NCL hasn’t ever checked the check in time on my documents, get what you can and arrive when you want. If you want to sit at the port, boarding as you mention starts approx 1100.

Exactly,  Check in time has not relevance to boarding time.  Your status has more to do with boarding time (Haven, Latitudes status, etc).  If you want to sit and wait for a while. get to the port early.  Just understand, just because you got to the port early will likely not matter when you board.
