You cannot make phone calls with WhatsApp. You can call other WhatsApp users, but you cannot make phone calls with WhatsApp.

You can make phone calls to other WhatsApp users with WhatsApp.

 

When you call other WhatsApp users - and each of you are speaking through a phone - it's a phone call.

Words matter. WhatsApp can make voice calls to other WhatsApp users, but it is not a phone call. The distinction is important especially on a website like this where people ask if they should put their phone in airplane mode when traveling internationally.

Phone call: an instance of speaking to someone on the phone

 

If you make a WhatsApp voice call on a cell phone - it's a phone call.

If you make a WhatsApp voice call on a computer - it's not a phone call.

Sorry, yes, free data.  They used to only guarantee 2G speed, but lately have upped that and added the 5GB of high speed data in many markets.

 

But it is amazing the places where there is higher speed data.

It may be different at sea, but I've used WhatsApp over WiFI  to make calls to a contact that are not WhatsApp users, but not direct dial phone calls
