Costa Cruises, Aida Cruises, TUI Cruises, and Fred Olsen Cruise Line do allow guests to smoke on their cabin balconies. All other cruise lines have banned smoking on balconies.

I was not a fan previously (subpar food & lacking atmosphere of a 'specialty' restaurant) and I am less so now with the roll out of this more limited menu.
