No, not usually. Sometimes, if you ask, the bartender will find you a dish of trail mix.

 

You can buy tapas in Vintages.

 

Nothing is stopping you from going up to the Windjammer and creating your own plate of hors d'oeuvres and taking it to a bar with you.
